You do not need a mobile device to twitter, although you can send a receive tweets through SMS text messages. If you want to get started go to www.twitter.com. Here you can create a username and start tweeting.
As far as I know twitter is not public, meaning you can not buy stock in the company.

Additionally, if you are interested in accessing Twitter through a mobile device you can use m.twitter.com as the mobile web site.
